A benefit payout mechanism using prepaid cards has been utilise in many countries around the world.
The reason for this is that a lot of the people receiving benefits do not have a satisfactory bank account to deposit the funds into.
The UK tried to promote a post office account for the payment of benefits with limited success due to having to visit the post office to withdraw funds.
